It is a response of fear that all the gas will be gone.

There are many reasons this happens. In the report, an oil and gas expert stated usually after large storms this type of behavior occurs is such places like Florida. People anticipate a gas shortage and they rush to the pumps all at one time. A week later after Superstorm Sandy, this is exactly what is happening.
